(IV) Standard Procedures for Dealing with Traffic Accidents.
(A) At the accident site.
1. Minor accident (when the vehicle is slightly damaged and no one is injured or dead): Mark the ground at the four corners of each vehicle, move the vehicles as soon as possible to a location where they will not interfere with the flow of traffic, and contact the police.
2. Other than minor accident: Maintain the accident site undisturbed and immediately contact the police. Place warning signals in front of, and at the rear of, the vehicles to avoid obstruction of traffic flow and further accidents.
(B) Reporting a traffic accident.
1. Dial “110” or the traffic police at “2394-3876 or 2321-9166” to report traffic accidents occurring within Taipei city limits.
2. The person reporting should describe the accident in detail, including place and time of occurrence, vehicle license numbers, casualties, as well as his/her own name and address. The reporter should remain at the scene of the accident until the police arrive.
3. Penalty may be reduced for those who turn themselves in after a traffic accident.(C) After taking care of the accident site.
1. Civil compensation:
(1) When there are no casualties, only vehicular damage and/or loss of property, the case should be settled by the parties involved or their respective insurance companies. In cases where the parties are unable to reach peaceful reconciliation, assistance can be sought from the District Mediation Association or the District Court’s Civil Tribunal. (The law prohibits law enforcement officers from intervening in matters involving civil compensation.)
(2) A civil suit will be initiated only upon complaint. The police have no authority to initiate investigation without receiving a complaint. Matters of civil compensation shall be the responsibility of the parties involved in the accident; there should be no expectation of police involvement.
2. Analysis of the accident. After clearing the accident site, relevant data and information are collected by the police and analyzed within 24 hours. Parties involved in the accident may obtain results of the analysis by personally visiting the Traffic Accident Affairs Unit of the Taipei Traffic Police Corps (1F, 1 BeiPing East Road) during office hours between 10 to 15 days after the accident.
3. Redeeming personal belongings (including driver’s license, operating license, license plates and automobile). If the results of the accident analysis indicate no violation has been committed, belongings will be returned when the Taipei Traffic Police Corps office is presented with the temporary receipt. If the results of the accident analysis indicate a violation has been committed, belongings will be returned when all fines have been paid and the Taipei Traffic Police Corps office has been given the temporary receipt.
4. Fatalities or physical injury. In case of accident resulting in fatality or physical injury, the responsible person should on his own initiative report the accident to the Criminal Investigation Division of the Local Police Precinct or the Prosecutor’s Office of the Local Court.
5. Foreigners involved in a traffic accident. When a foreigner is involved in a traffic accident, s/he should contact the Foreign Affairs Police Service Station of the Municipal Police Department (33,ChengDer RD. Sec.2 ,Taipei ; Tel:02-25566007,Fax:25554275).
6. Military vehicle accidents. Traffic accidents involving military vehicles should be reported to the local Military Police Office.
7. Hit-and-run traffic accidents.
(1) Immediately inform the Traffic Police Corps of any hit-and-run accident. Do not move your vehicle; wait at the scene of the accident until the traffic police arrive.
(2) After receiving the report and/or clearing the scene of the accident, police will notify, by registered mail, both the vehicle owner and driver to report for an investigation appointment. The reporter of the accident will also receive notification by phone to appear at the same scheduled appointment for an explanation. (This notification will take between 10 and 15 days.) Therefore, the reporter of the accident should leave his/her contact telephone number with the traffic police and await notification.
(3) In case of a minor accident, parties involved should pull over and resolve the issue amicably and ensure there are no unresolved issues to avoid later accusations of hit-and-run as well as tough penalties and/or extortion by the other party.
(4) If the other party is demanding unreasonable compensation or is refusing the offer of compensation, report the accident immediately to the police to avoid accusations of being a hit-and-run driver.
(5) If the other party becomes violent or threatening and you flee from fear for your safety, notify the police immediately upon leaving, to avoid being accused of committing a hit-and-run accident.(D) Filing an appeal; requesting a re-evaluation.
1. Appeals. If there is an objection to the citation on the traffic ticket issued by the police, an appeal can be filed with the Traffic Court or through the Traffic Tribunal of the Local Court.
2. Re-evaluation. If there is an objection to the results of the accident liability analysis conducted by the police, an application for re-evaluation of the result can be made to the Taipei Traffic Accident Re-Evaluation Committee (2F, #300, SongDer Road, Taipei; tel. 2759-9119) within six months of the accident.
(E) Related inquiries. Inquiries may be made, by parties directly involved in a traffic accident, by visiting the Taipei Traffic Police Corps (1F, #1, BeiPing E. Road, Taipei) in person or by calling 2322-5570.

Guide to Housing in Taipei
Many come to this thriving international city to work and play, and there is great demand for quality housing. Taipei housing is thus relatively expensive in comparison to most expatiates' home countries, but is cheaper than areas such as Hong Kong and Tokyo.
Most expatriates live in apartment buildings (in Tianmu to the north, in the Xinyi district downtown, and elsewhere), with a small number of free-standing houses in the hilly areas on the city's northern verge (Wellington Heights in Beitou district and Yangmingshan).
Almost all accommodation is rented. An aging one-bedroom apartment might be NT$20,000 per month; a newer 3-bedroom detached home can go for as much as NT$180,000 per month.

Largest calligraphy lesson

At the beginning of the ceremony, President Ma Ying-jeou, along with fifteen political and cultural dignitaries, each wrote a single Chinese character on the stage; all the characters combine to form a 16-word couplet spelling out “Genesis of strokes shed grace on the people; the Chinese character culture spreads over the world”.
For the main event, participants followed the rules for writing proper Chinese calligraphy – from preparing the ink to writing with their ink brushes on the provided paper. Each wrote one Chinese character representing his or her New Year’s wish and resolution; both President Ma and Taipei Mayor Hua Lung-bin wrote the character ”An” to express their hope for stability, safety, and peace.
Witnessed by an attorney, 12,902 participants picked up their ink brushes simultaneously at 1:32 p.m., setting a new record for the world’s largest calligraphy lesson. Among the participants, Chen Yeh Tsai-mei, a 98-year-old senior citizen, attracted much attention; despite being illiterate, the venerable elder drew a circle on her paper, representing the start of a new year and extending her well wishes to all.
The mass calligraphy session is a part of the fifth Chinese Character Festival organized by the City. DOCA’s Commissioner Lee Yong-ping remarked that advances in computer technology have made handwriting skills irrelevant. It is quite unusual to find so many people practicing calligraphy at the same time, making the event even more spectacular and touching, according to Lee.
Taipei MRT Upcoming Plan

The Neihu line, starting from the tail track of the Muzha line just north of Zhongshan Junior High School Station (BR2), is an extension of the Muzha line. It will run on an elevated track along Fuxing North Road and turn right at Minzu East Road heading for Taipei Songshan Airport. It will then go underground on the southern side of the airport where an underground station (Songshan Airport Station) is to be located beneath the existing parking lot in front of the airport terminal building. The route will continue running north beneath the airport itself and the Keelung River, and reach Beian Road in Dazhi where Dazhi Station (B1) is to be built. It will then re-emerge as an elevated line running along Beian Road to a local transportation center, where the elevated Jiannan Rd. Station (B2) is planned. Then, the route will follow Neihu Road, Wende Road, Chenggong Road, and Kangning Road, and end on the southern edge of the Nangang Business Park at Taipei Nangang Exhibition Center Station. From there, passengers will be able to transfer to the Nangang eastern extension to Nangang and travel directly all the way to Banqiao and Tucheng. The total length of the Neihu line will be approximately 14.8 km with 12 stations and one maintenance depot. The Neihu line is scheduled to begin commercial service in June 2009.
Nangang Eastern Extension (Nangang Station to Taipei Nangang Exhibition Center Station)
This extension section will run underground from Nangang Station, then go north, pass through tunnels belonging to Taiwan High Speed Rail and Taiwan Railways, turn east, and end at Taipei Nangang Exhibition Station, located beneath Nanxi Park east of Academia Road, where transfer to the Neihu line will be provided. The extension's total length will be approximately 1 km with one underground station, which is expected to be open for commercial service at the end of 2010.
Tucheng Extension to Dingpu
The Tucheng line extension will run underground from the terminus at Yongning Station along Zhongyang Road Sec. 3 and 4, and end at the high-tech industrial district in Dingpu. The total length of the extension will be 2.0 km with one underground station, and commercial service is scheduled to begin in 2013.
Xinzhuang Line
The Xinzhuang line will be 19.7 km in length with 16 underground stations and one maintenance depot, of which 7.3 km is to be located in Taipei City and the remaining 12.4 km in Taipei County. It will start at Guting Station on the Zhonghe line and run beneath Hangzhou South Road, Xinyi Road, Xinsheng South Road, Songjiang Road, Minquan East and West Road, then pass beneath the Danshui River north of Taipei Bridge to Sanchong City. It will continue along Chongxin Road and Jieyun Road then cross the Erchong Flood Channel and run back to Chongxin Road in Sanchong, then continue to Xinzhuang City along Zhongzheng Road and end at Huilong Station near the Losheng Sanatorium. The entire line, apart from the maintenance depot, will run underground.
The section between Taipei Bridge Station and Zhongxiao Xinsheng Station is scheduled to commence commercial service by December 2010. The section between Zhongxiao Xinsheng Station to Guting Station via Dongmen Station is scheduled to begin commercial service in June 2011, while the opening of the remaining section will be reassessed after land acquisition for the Xinzhuang depot is scheduled.
Luzhou Line
The Luzhou line, 6.4 km long with five underground stations and one maintenance depot, will be built in Taipei County. The Luzhou line will start from a turnout on the Xinzhuang line located at the intersection of Sanhe Road and Huanhe North Road just northwest of Taipei Bridge. It will then follow Sanhe Road in Sanchong City and go along Zhongshan 1st Road and Sanmin Road in Luzhou. Then it will make a U-turn along the Shuinan Drainage Channel in front of Huanhe Road. After crossing the Shuinan Drainage Channel near the Luzhou Pumping Station, the line will end at the Luzhou depot. The entire line will be built underground, and is expected to come into operation by December 2010.
Xinyi Line
The Xinyi line, an extenstion of the initial network's Danshui line, will run underground from the Xindian line's Chiang Kai-Shek Memorial Hall Station along Xinyi Road to the Xinyi Planning District, spanning 6.4 km with seven underground stations (Chiang Kai-Shek Memorial Hall Station included). Trains will also run from Elephant Mountain Station to Danshui via NTU Hospital Station and Taipei Main Station. Transfers can also be made to the Xindian line at Chiang Kai-Shek Memorial Hall Station, to the Xinzhuang line at Dongmen Station, and to the Muzha line at Daan Station. The entire line will be built underground and is scheduled to begin commercial service by the end of 2012.
Songshan Line
The Songshan line will run north from the Nangang line's Ximen Station along Zhonghua Road to Tacheng Street, northeast to Tianshui Street and then turn east along Nanjing West and East Road to Bade Road near Taiwan Railways’ Songshan Station in the east. The 8.5-km-long Songshan line encompasses eight underground stations (Ximen Station included). Trains will provide service between the Xindian line and the Songshan line via the Xiaonanmen line. Transfer to the Nangang and Banqiao lines, Danshui line, Xinzhuang line as well as Muzha line can be made at Ximen Station, Zhongshan Station, Songjiang Nanjing Station and Nanjing E. Rd. Station. The entire line will be built underground and is scheduled to begin serving passengers by 2013.
Taiwan Taoyuan International Airport Access MRT System Construction Project (Taipei City Section from Sanchong to Taipei City)
The line will start from Terminal 2 of Taiwan Taoyuan International Airport, pass Terminal 1 in the east, run alongside Dayuan Township and Luzhu Township in Taoyuan County, Linkou Township in Taipei County, Guishan Township in Taoyuan County, Xinzhuang City, Taishan Township, Sanchong City in Taipei County and then enter Taipei Main Station District in Taipei City.
It will also run south from Terminal 2 of Taiwan Taoyuan International Airport to Taiwan High Speed Rail Taoyuan Station and end at the intersection of Zhongfeng Road and Huanbei Road in Zhongli City. The total length of this line will be 51.03 km featuring 22 stations.
The line is divided into two sections. The first section from Sanchong to Zhongli passes through Taiwan Taoyuan International Airport and High Speed Rail Taoyuan Station and is being implemented by the Bureau of High Speed Rail, MOTC. As to the second section from Sanchong to Taipei City, civil engineering was commissioned to Taipei City's Department of Rapid Transit Systems by the MOTC. Detailed design of the civil engineering has been under way since September 22, 2005.
Circular Line Phase I
The Circular line will pass through 10 administrative districts of Taipei City and Taipei County: Wenshan, Xindian, Zhonghe, Banqiao, Xinzhuang, Wugu, Luzhou, Sanchong, Shilin and Zhongshan. The line will be 34.8 km in length with 31 stations and the construction has been approved by the Executive Yuan to be implemented in two phases. The approved routes of the Circular line Phase I will pass through Xindian, Zhonghe, Banqiao, and Xinzhuang, and connect with five MRT lines: the Xindian, Zhonghe, Banqiao, and Xinzhuang lines, and the Taiwan Taoyuan International Airport Access MRT System. Circular line Phase I will be about 15.4 km with 14 stations, implementation of which is about to commence. Implementation of the North and South sections of the Circular line (regarded as separate projects) will be proposed to the Ministry of Transportation and Communications for consideration.
Honors Top Taipei Public Restrooms
- To honor the staff responsible for maintaining quality public restrooms, the Department of Environmental Protection (DEP) held an award ceremony on December 2, 2008 to announce the results of its evaluation.
- During the award ceremony, Taipei Mayor Hau Lung-bin pointed out that the cleanliness of public restroom reflects a city’s success in modernization, since most advanced cities have clean public restrooms. He emphasized that in addition to the effort of the cleaning crew, residents should also take on some responsibilities. He reminded the public to call 1999 if they notice any problems with public restrooms.
- The city government has taken on a proactive role in promoting clean restrooms in recent years, remarked the mayor.
- Beginning in 2002, the city established a 4-level rating system for the cleanliness level of public restrooms. As of the 10,724 public restrooms maintained by the city, 83 percent received ratings of ‘good’ or higher. He said this trend shows that more and more residents are developing good hygiene behaviors and public ethics.
- Expressing his personal gratitude to the janitors responsible for cleaning up the public restrooms, Hau stressed that even though restroom use is a daily routine, most people would not want to take on the job of cleaning the restrooms.
- He praised the janitors for their work, which provides the public with clean restrooms. The mayor handed out the awards to the winners in person and also posed for pictures with the recipients.
- The evaluation committee is comprised of architects, representatives from the Consumer Protection Commission, scholars and environmental protection specialists.
